Ranking in it isn’t the same game as ranking a webpage. It runs on a different set of signals, and most of the advice floating around conflates the two.
What actually feeds the 3-pack
Proximity. Google weighs how close a business is to the searcher, or to the location implied in the search (“Middlesex County” isn’t the same signal as “near me,” but it’s related). This is the one factor a business can’t change: you can’t move your office to rank better. Everything else on this list exists to offset it.

None of this is a one-time project. The businesses that hold 3-pack rankings are the ones still doing step 3 a year later.
